This project delivered comprehensive concrete pavement rehabilitation and Resurfacing, Restoration, and Rehabilitation (RRR) along SR 228 Alt (Emerson Street Expressway) and SR 126 Extension (Emerson Street Extension) in Jacksonville, Florida — from the beginning of the SR 212 / Beach Boulevard auxiliary lane to US 1 / SR 228. The project was recognized with Florida's Best in Construction — Community Awareness Award (2025), presented by the Florida Transportation Builders' Association (FTBA) for outstanding quality construction.

Project Overview & Corridor Description
SR 228 Alt (Emerson Street Expressway) and SR 126 (Emerson Street Extension) are urban divided expressway facilities classified as Urban Principal Arterial Expressways with an Access Management Classification of 1. The corridor operates at a posted speed limit of 50 MPH within a limited-access context classification and features a varying right-of-way (R/W) width — presenting unique design and maintenance of traffic challenges throughout the project limits.
Scope of Work & Construction Improvements
The project addressed deteriorating pavement conditions along a high-volume Jacksonville expressway corridor through a dual-treatment approach:
Concrete Travel Lane & Ramp Rehabilitation: Full concrete pavement rehabilitation of mainline travel lanes and all on- and off-ramps to SR 212 / Beach Boulevard, restoring structural integrity and extending pavement service life on this critical urban expressway
Shoulder & Outer Ramp Resurfacing (RRR): Milling and resurfacing of expressway shoulders and outer ramps along the full project limits using Resurfacing, Restoration, and Rehabilitation (RRR) methods
Bridge Approach Slab Replacement: Replacement of approach slabs at six (6) bridges within the project corridor to address ride quality, structural transitions, and long-term bridge performance
